The development of an architectural framework and related standards for the interconnection of different networks is essential for the provision of a true overall model for open systems interconnection. This paper summarizes an architectural approach with regard to network interconnection and subsequently describes several important protocol issues, such as addressing, routing, management, and flow control. It reflects the state of the art of the network layer standards developed within ISO. Some future work items concenring this standardization are also outlined
