INSTITUTIONAL BASES OF ORGANIZING STATE GOVERNANCE FOR TERRITORY DEVELOPMENT

The article is devoted to studying institutional basis of organizing public governance for territory development by means of e-Governance system. In particular, there were presented the bases for creating such a system, its components, stages of implementation and were developed institutional governance mechanisms by means of basic “e-services”. Assuming that public authorities represent a certain “black box” which provides services according to the “one stop” principle, a citizen has a possibility to obtain them in accordance with his “life episode”.
