The History of Bureaucracy of the Russian Empire in the Russian Historiography of XIX – Early XХ Century

The paper examines the state of the examination of the history of bureaucracy in the Russian empire by Russian scientists of XIX – early XX centuries. Some researchers considered the bureaucracy of the Russian Empire as a negative phenomenon. They believed that bureaucracy protects only the interests of the nobility and the government (Brazolenko B., Seredonin S., Ol'shevskiy I.). But some scientists believed that the bureaucracy of the Russian Empire was a mediator between the state and society (Gradovskiy A., Korkunov N., Lazarevskiy N.). It is concluded that at that time most had historical and legal character. Regional and national features of the functioning of the bureaucracy within the territories, annexed by the Russian Empire in the analyzed period were considered insuffucuent
