The paper examines the state of the examination of the history of bureaucracy in the Russian empire by Russian scientists of XIX – early XX centuries. Some researchers considered the bureaucracy of the Russian Empire as a negative phenomenon. They believed that bureaucracy protects only the interests of the nobility and the government (Brazolenko B., Seredonin S., Ol'shevskiy I.). But some scientists believed that the bureaucracy of the Russian Empire was a mediator between the state and society (Gradovskiy A., Korkunov N., Lazarevskiy N.).
