The paper proves the effectiveness of the using of statistical methods for evaluation of the corruption level as a result of its, on the one hand, latency, concealment of official statistical accounting, and on the other - the scale of corruption in Russia. The comparative analysis of the substantial characteristics of the nature of corruption by Russian and foreign scientists, as well as their reflection in the law has allowed to develop a questionnaire to adequately assess the levels, causes and the effectiveness of implementation of the policy on the fight against corruption as the most important social indicator of inefficient institutions.
