Guardianship in Activity Local Governments in the Kalmyks of the XIX – early XX centuries

In the first half of the 19th century. The Russian government has adopted a number of the acts entering the Kalmyk steppe into the all-Russian control system. The "Provision on management of the Kalmyk people" approved on April 23, 1847. As the royal decree of Nicholas II approved system of local governing bodies and for the first time in the Kalmyk steppe at the legislative level has issued the right for implementation of local government in shape the ulus and the imacy gatherings of descents. The purpose of this article is the analysis of social policy of local governments of the Kalmyk steppe in the 19th centuries, on the example of guardianship and guardianship. Ulus and imacy gatherings gatherings societies elected trustees, control of their activity was exercised, in this regard it should be noted that public management in turn, carried out legal protection of personal and property interests of this category of the population. Research is constructed on the basis of the principles of scientific character and objectivity. As methods of research are used: statistical, allowed to give the quantitative characteristic of the population of the Kalmyk steppe and reconstructive — to restore the separate facts and the mechanism of activity of local governments in the social sphere. Thus, guardianship and guardianship were one of the important directions in activity of local governments of the Kalmyk steppe, allowed to give effective help in the organization of the help to socially unprotected segments of the population
