In a civilized society, free and equal access to information resources is every citizen's basic constitutional rights. Although the library is not the sole means to guarantee citizens’ right to freedom of knowledge, it undoubtedly plays a very important role. In recent years, provincial public libraries in China have made great efforts in guaranteeing citizens’ intellectual freedom.
