The aim of this study is to highlight the important role of the voter registration process, and to analyze electorate requirements set up by Algerian law. The fact of the matter is to determine the electoral body and not just a mere formality because it is an essential factor in the orientation of elections, and it has a direct influence on the polls. Therefore, the criteria for voter registration process and its monitoring should be in harmony with the rights enshrined in the country's constitution and the obligations laid down in the Universal Declaration of Human Rights as well as other international instruments related to human rights and with the best results achieved in compared systems in the light of reality-inspired practices
