The ordinances governing sugar in the islands of the Atlantic in the 16th century have their frames of reference in the administrative systems pertaining to the various islands, the portuguese and the Spanish monarchies. The development attained in these territories, entailing the modification of the enviroment and an economy based on sugar cane, brought with it a major development in the local legal system, whose broad features would later be transferred to the american colonies. This allows us to carry out a comparative study of the sugar producing areas in south eastern Andalusia, in Madeira, the Canaries, Santo Domingo, and Havana, Cuba
