According to the Declaration of Saint Petersburg of 1868 “the only legitimate object which States should endeavor to accomplish during war is to weaken the military forces of the enemy”. Thus, International Humanitarian Law prohibits or limits the use of certain means and methods of warfare. The rapid development of technology has led to the emergence of a new dimension of warfare. The cyber aspect of armed conflict has led to the development of new means and methods of warfare.
