Criteria for evaluation of libraries in distance higher education

Introduction: The evaluation and planning of Online Distance Education (ODL) in Brazil are made by the Ministry of Education (MEC), in partnership with the National Institute for Educational Studies Teixeira (INEP), through the National System of Higher Education Evaluation (SINAES) and through legal devices. With respect to the planning and evaluation of library services to meet the Higher Distance Education, there is a lack of theoretical basis and legal support to address the issue with the depth and breadth necessary. Objective: To present an analysis of the literature and legislation regarding the evaluation of libraries in Online Distance Education (ODL), as well as procedures and recommendations for the planning of library services for this type of education. Methodology: Literature review and documental research. The theoretical development was built by a research in journals and official documents, through consultation with the instruments of the National System of Higher Education Assessment (SINAES) and Brazilian law, and also the Getting Started: A Guide for New Distance Learning Librarians. Results: Points out limitations of the Brazilian legal instruments and national lack of theoretical framework that addresses this issue in depth and scope. Conclusions: The effective contribution of academic libraries for online distance education must be properly planned, taking into account not only the amount of bibliography, as emphasized by the current Brazilian regulations, but also the diverse services and care to informational needs of those involved in ODL
