There is almost a consensus that, in Paraná State, Historical and Critical Pedagogy (PHC) has been institutionalized and is the pedagogical framework that underlies all pedagogical practice of state schools since 1990. The purpose of this article, however, is to demonstrate that, despite the improvements achieved by the movement of educators as time activity, the election of directors and the improvement in the salary issue, among others, not just be “institutionalized” a Curriculum underpinned by the PHC, as remains unknown by most teachers, despite being in PPP schools and empty discourse of most teachers and politicians
