DES ARCHIVES POUR « PREDIRE » LE RISQUE : CAS DU BASSIN DE LA LARGUE (HAUT-RHIN, FRANCE)

In order to provide valuable information, prevention and protection of the population against the risk of flood we must have a reliable knowledge about it. That's why, the historian intervenes and leads an investigation in archives and with the various actors of the risk to reconstruct the history of past events. It consists in using these past experiences to protect the population better from harmful events which could arise today as tomorrow. We shall show all the importance of the historical research and the part played by the historian as far as prevention is concerned, by means of the example of Largue, a valley where a real culture of risk based on the intergenerational transmission of the knowledge and the memory of the risk awareness appeared.La prise en compte des données historiques en matière de prévention est encore insuffisante, bien qu'une nette amélioration ait été constatée au cours des dernières années. L'information, la prévention et la protection des populations contre le risque d'inondation passent nécessairement par une bonne connaissance de celui-ci. Pour ce faire, il incombe à l'historien d'intervenir et d'entreprendre une véritable enquête dans les archives et auprès des différents acteurs du risque pour reconstituer l'histoire des évènements passés. Il s'agit d'utiliser ces expériences passées pour mieux se protéger des évènements dommageables qui pourraient survenir aujourd'hui comme demain. Nous montrerons toute l'importance de la recherche historique et du rôle de l'historien en matière de prévention par le biais de l'exemple du Plan de Prévention des Risques (PPR) de la vallée de la Largue, où a émergé une véritable culture du risque fondée sur la transmission intergénérationnelle de la connaissance et de la mémoire du risque
