International audienceThe aim of this paper is to discuss the higher education reforms in East Africa (case studies of the universities of Nairobi in Kenya and Makerere in Uganda) through the theoretical framework of policy instruments. Our argumentation contains two steps: First of all, new procedures and bureaucratic rules seem to regulate the institutions of higher education and confirm the advent of original university reforms (for instance with the ISO certification). By analysing the implementation of these new governance techniques, our paper focuses on some original and undesired effects of policy instrumentation.
