This article comes from a peculiar epistemological approach, highlighting that, unlike a significant part of the Western knowledge collection, the social issue doesn't rest its origins in the ancient Greece, it lies its genesis in the Modern Age. It highlights the first manifestations of human rights and, in this context, one of its branches, social rights. It outlines a critical study of the theory of rights generation and Marshall's pyramid, ending this undestanding with a study of current obstacles to the implementation of social policies in a globalized and neoliberal world
