Our paper4 starts from the premise that the disparity and lack of convergence of levels of child poverty in the Eurozone signals ‘excessive imbalances’ that should be a common concern. Increasing and diverging child poverty rates warrant a common concern, first, because they contradict the expectation that deepening European integration leads to growing cohesion at national and pan-European level, and second, because they signal investment deficits that may be cause and effect in a vicious circle of underperforming labour markets and education systems.
