This study examines the impact of international administrations on the development and functioning of political parties in post-conflict settings, using Bosnia-Herzegovina and Kosovo as case studies. These cases show how, next to the establishment of a functioning institutional framework, the development and maturity of local political elites are crucial factors of post-conflict democratization, as a genuine handover of power has yet to take place in both countries.
