Background: Many countries have introduced some form of managed competition in their health care system. To choose the health care provider or health plan that best fits their needs, consumers need comparative quality information. In the Netherlands, consumer quality index (CQI) questionnaires are used to assess the quality of care from consumers’ perspective. The CQI health care and health insurer has been administered for several years now. An important question is whether this questionnaire and is able to monitor changes in consumers’ experiences over the years.
