Faktor-Faktor Yang Mempengaruhi Produksi, Konsumsi Dan Harga Beras Serta Inflasi Bahan Makanan

EnglishRice price policy is one of the important instruments in order to create national food security. The aims of this research are to analyze the impact of factors on production and consumption of rice, also the change of domestic rice price and food index. The secondary data, especially from BPS, Department of Agriculture and Bulog, is analyzed in quantitative way using econometrics model. The government\u27s basis paddy price policy, which was determined by Inpres No. 9, 2002 can\u27t be implemented effectively because government doesn\u27t maintain the compatible supporting policy. Factors that influence the paddy production are last year paddy harvest area, rice import, price of urea-based fertilizer, real exchange value, and domestic rice price. Factors that influence the rice consumption are numbers of population, domestic rice price, last year rice import, domestic corn price and real exchange value. Factors that influence the domestic rice price are real exchange value, domestic corn price and basic rice price. In the mean time, factors that influence inflation, which is represented by the price changing of food index are the domestic rice price, real exchange value, excess demand of rice, basic rice price, world rice price and paddy total production. Low rice price policy is not suggested because in fact can\u27t push industrial sector to compete in the world market. Policy of domestic paddy/rice price stability, which is oriented on increasing farmer\u27s income, is the package of policy needed by farmer nowadays. IndonesianKebijakan harga gabah dan beras merupakan salah satu instrumen penting dalam menciptakan ketahanan pangan nasional. Makalah ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi produksi dan konsumsi beras, serta Perubahan harga beras domestik dan indeks harga bahan makanan. Data yang digunakan adalah data sekunder yang bersumber dari BPS, Deptan dan Bulog yang dianalisis dengan menggunakan model ekonometrik. Hasil analisis menunjukkan bahwa kebijakan harga dasar gabah tidak akan efektif apabila tidak diikuti dengan kebijakan perberasan lainnya. Faktor determinan yang teridentifikasi memberikan pengaruh adalah: (1) Produksi padi dipengaruhi oleh luas panen padi tahun sebelumnya, impor beras, harga pupuk urea, nilai tukar riil dan harga beras di pasar domestik; (2) Konsumsi beras dipengaruhi oleh jumlah penduduk, harga beras di pasar domestik, impor beras tahun sebelumnya, harga jagung pipilan di pasar domestik, dan nilai tukar riil; (3) Harga beras di pasar domestik dipengaruhi oleh nilai tukar riil, harga jagung pipilan di pasar domestik dan harga dasar gabah; dan (4) Indeks harga kelompok bahan makanan dipengaruhi oleh harga beras di pasar domestik, nilai tukar riil, excess demand beras, harga dasar gabah, harga beras dunia dan total produksi padi. Kebijakan harga beras murah tidak dianjurkan, karena bukti-bukti empiris menunjukkan bahwa kebijakan ini telah menyengsarakan petani padi dan tidak mampu mendorong sektor industri untuk mampu bersaing di pasar dunia. Kebijakan stabilitas harga beras di pasar domestik yang berorientasi pada peningkatan pendapatan petani, merupakan paket kebijakan yang sangat diperlukan petani padi saat ini
