Implementasi Kebijakan Pembagian Kewenangan Dalam Mengelola Izin Usaha Pertambangan (Studi Kasus Di Kabupaten Aceh Singkil)

This study aims at analyzing the implementation of authorization policies and its impact, in relation to managing the mining licences in Aceh Singkil. This study is qualitative, which produces outcomes such as descriptive data in the form of written documents, oral information, and images or photos. Data were gathered by interview, observation, and document review. The policies aspects which were studied were communication, resources, disposition, and structure. The study was focused on the internal impact within the Government of Aceh Singkil. The problem was that implementing the policy were overlapping between Central, Provincial and District Governments making it difficult to implement the policies and had less of a substantial impact on the stakeholders. This study focused on the implementation of authorization policies as an impact, regarding the mining licences authorization in Aceh Singkil and did not discuss in detail about the policy itself. This study showed that the authorization of mining license was delegated by the government of Aceh Singkil to the Singkil District Sekratariat (Setdakab) and the Office of One Stop Licence Service (KP2TSP). While actually in exercising mining deconcentration authority the Aceh Provincial Government which authority was forwarded from the Ministry of Mines and Energy had delegated it to the Mining and Energy Office of the Aceh Province. Other findings related to the Government of Aceh Singkil was the proposal to create a new city of Subbulusalam within Aceh Singkil to improve services and reduce personnel and assets
