Revision of investment law should naturally consider the values of Pancasila (Five Pillar State Philosophy of Indonesia), justice principle of the government, and the Indonesian governing system, in order to solve the legal problems related to fai and synchronized investment license authority between those issued by the regional government and by the central government. According to the rules, such authority is in the hand of the regional government. It is therefore necessary to align to legal norms related to this authority among those legal laws set by the regional government, investment, technical sectoral (they are horizontally interrelated), and 1945 Constitution (vertically related), and the testing ground of Pancasila values, and justice principle of the government administration
