GOVERNMENT ACQUISITION, REGULATION OF PRIVATE PROPERTY. CONSTITUTIONAL AMENDMENT.

Amends California Constitution to bar state and local governments from condemning or damaging private property for private uses. Prohibits rent control and similar measures. Requires government to compensate private property owners for certain land use, housing, consumer, environmental and workplace regulations. Compensation generally not required for regulation undertaken to preserve public health and safety. Defines “just compensation.” Prohibits deference to government in property rights cases. Condemned private property must be offered for resale to prior owner at current fair market value if, within five years, government abandons proposed condemnation’s objective.
