Relocalización Poblacional en Zonas Vulnerables Perspectiva Antropólogica. El Caso del Barrio Chalet de Santa Fe (Argentina)

This thesis is part of a project carried out by the World Habitat Research Centre (WHRC) and the Universidad Nacional del Litoral (UNL) in which they seek answers to the question whether the population relocation is a response to mitigate risks from natural phenomena ends. As a place of study was chosen the city of Santa Fe in Argentina. Although often not covered by the media, 2 of the 100 fatal disasters worldwide about the economic losses affected Argentina. In particular, it is flooding. From Thus, Santa Fe has suffered devastating floods in 2003 and 2007 in which l pierderon even human lives. The losses were multiplied by settlements the riverbanks. As a result, Santa Fe developed a plan to relocate people settled in the most vulnerable areas. This thesis makes a case study of Barrio Villa where water in some places reached up to 4 meters and covered many houses went under water up to two months. The controversy that erupted by the flood was so great that involved a number of actors ranging from the neighborhood organizations, institutions, groups created as a result of flooding, instiuciones public. The main objective of this thesis is to capture and analyze the views and opinions that people have who lives in Villa about relocation. It aims to assess whether the relocation from the perspective of people can be a viable strategy or not. To meet this objective It is useful to inquire into the reasons why some people choose to live in areas highly risky and vulnerable to extreme natural phenomena. It is argued that people They do not live only in these areas because there are no other places, but also respond to certain needs them. So in order to mitigate the risk currently facing, it is need to understand their needs and priorities that are reflected in their daily lives and particularly in its opinion towards the concept of relocation. Theoretically the thesis is based on three main concepts: social vulnerability, which states that Disasters are not natural but a result of social circumstances; livelihoods that give guidelines to analyze the strategies in which survival is based and which affected for a potential relocation and finally relocation from an anthropological perspective, Emphasizing the space-time dimension. A methodological level was first collected qualitative data through conversations with Key partners observativa participation and semi-structured interviews. Then endorsed the qualitative information with quantitative data and results obtained so most complete that not only represent the views of key stakeholders. As research progresses we will be revealing, history, space, time, of a neighborhood and as I face this threat that touched many political, economic, social, cultural, and how these factors are affecting the confronting theory. All this told through Thesis in Applied Anthropology the partners are those who built this thesis, which the qualifying and Iran I coloring in which lean on weaving all frames to go confronted this theory and to go closer the reality of the people.Esta tesis forma parte de un proyecto llevado acabo por el World Habitat Research Centre (WHRC) y la Universidad Nacional del Litoral (UNL) en el cual buscan respuestas a la pregunta si la relocalización poblacional es una respuesta para mitigar riesgos derivados de fenómenos naturales extremos. Como lugar de la investigación fue escogida la ciudad de Santa Fe en Argentina. Aunque a menudo no cubierto por los medios de comunicación, 2 de los 100 desastres más fatales a nivel mundial respecto a las pérdidas económicas afectaron Argentina. En particular, se trata de inundaciones. De tal manera, Santa Fe ha sufrido inundaciones devastadores en los años 2003 y 2007 en las cuales l inclusive se pierderon vidas humanas. Las pérdidas fueron multiplicadas por los asentamientos en la orilla de los ríos. Como consecuencia, Santa Fe desarrolló un plan para relocalizar las personas asentadas en las zonas más vulnerables. Esta tesis hace un estudio de caso del Barrio Chalet donde el agua llegó en ciertos lugares hasta 4 metros y muchas casas pasaron tapadas bajo el agua hasta dos meses. La polémica que se desató por la inundación fue tan grande que involucró a un sinnúmero de actores que van desde las organizaciones barriales, instituciones, colectivos creados a raíz de la inundación, instiuciones públicas. El objetivo principal de esta tesis es captar y analizar las perspectivas y opiniones que tiene la gente que vive en Chalet acerca de la relocalización. Se pretende evaluar si la relocalización desde la perspectiva de las personas puede ser una estrategia viable o no. Para cumplir con este objetivo resulta muy útil indagar acerca de los motivos por los cuales hay personas que optan vivir en zonas altamente riesgosas y vulnerables a fenómenos naturales extremos. Se argumenta que las personas no viven únicamente en estas zonas porque no existen otros lugares, sino también responden a ciertas necesidades de ellos. Entonces para poder mitigar el riesgo que enfrentan actualmente, es necesario entender sus necesidades y prioridades que se ven reflejados en su vida cotidiana y en particular en su opinión hacia el concepto de relocalización. Teóricamente se basa la tesis en tres conceptos principales: la vulnerabilidad social que señala que desastres no son naturales sino un resultado de circunstancias sociales; los medios de vida que dan pautas para analizar las estrategias en las cuales se basa la sobrevivencia y las que se ven alteradas por una relocalización potencial y finalmente relocalización desde una perspectiva antropológica, enfatizándo la dimensión espacio-temporal. A nivel metodológico se recopiló en primer lugar datos cualitativos a través de conversaciones con interlocutores claves, participación observativa y entrevistas semi-estructuradas. Después se respaldó las informaciones cualitativas con datos cuantitativos y de tal manera se obtuvo resultados más completos que no solo representan las opiniones de los interlocutores claves. Conforme avanza la investigación iremos develando, la historia, el espacio, el tiempo, de un barrio y como este enfrento una amenaza que tocaba múltiples aspectos políticos, económicos, sociales, culturales y como estos factores van incidiendo en la teoría enfrentada. Todo esto contada a través Tesis de Licenciatura en Antropología Aplicada de los interlocutores que son los que construirán esta tesis, los cuales la irán matizando y coloreando en el cual apoyaré en tejer todas las tramas para ir enfrentado esa teoría e irla acercando a la realidad de la gente
