International audienceIllicit activities at sea are subject to various repressive measures. In Europe, they are implemented in compliance with the European Convention for the Protection of Human Rights and Fundamental Freedoms. The judicial work of the European Court of Human Rights (ECHR), controlling the legality of the fight against illegal activities at sea, reflects two concerns based on the distinction between the substantive rights and the procedural rights that it has recognized.
