The 1980-1991 decade has been an historical turning point for the creation of the political and institutional European community, symbolized by two keys events : the Single European Act (1986) and the Treaty of Maastricht (1992).However, it is behind the scenes and not only through these specific actions that the real destiny of the European Community was sealed.
