Le travail des conseillers agricoles entre prescription technique et mobilisation politique (1950-1990)

Drawing on a socio-historical analysis of the work of agricultural advisers, this article explores the conduct of modernisation policy following the Second World War. Advisers played a crucial role in this, by recommending new methods of production and encouraging farmers to mobilise as a group. They relied on technical know-how as well as their practical knowledge of the agricultural milieu. Above all, they showed huge ingenuity in demonstrating their devotion to their farmer clients, without evading the framework set by their employers. These capacities for adaptation so essential to their profession were initially highly valued. Then, from the 1970s onwards, they attracted criticism for their failure to conform with the new imperatives of bureaucratisation, specialisation and commercialisation of agricultural advice.À partir de l’analyse socio-historique du travail des conseillers agricoles, cet article interroge la conduite de la politique de modernisation menée après la Seconde Guerre mondiale. Les conseillers y jouent un rôle déterminant en prescrivant de nouvelles méthodes de production et en favorisant la mobilisation collective des agriculteurs. Ils s’appuient sur des savoirs techniques ainsi que sur leur connaissance pratique du milieu agricole et, surtout, ils déploient des trésors d’ingéniosité pour démontrer leur dévouement à leurs interlocuteurs, sans sortir des cadres fixés par leurs employeurs. Ces capacités d’adaptation, constitutives de leur métier, sont d’abord fortement valorisées puis, à partir des années 1970, critiquées pour leur non-conformité avec les nouveaux impératifs de bureaucratisation, de spécialisation et de marchandisation du conseil agricole
