The distribution of powers between the federal government and local governments forms one of the most important characteristics of the federal system compared with other systems.Distribution process of powers has a great importance in ensuring the achievement of equality and parity among the constituent units of the federal state according to the constitution.This current paper highlights the distribution of powers in a federal system in Iraq under the constitution of 2005, accompanied by deficiencies in the constitutional provisions.
