The curriculum policy produced by the school as a counterpoint to contemporary educational policies.

This study focuses a curricular policy, here named Complementary Projects (PCs), produced in schools of the public network of municipal schools of Pelotas/RS. It is understood that the PCs function as a counterpoint to the contemporary educational policies. These have been presented in chapters which address the management modes in dispute in the Brazilian educational context, as well as the curricular policies and the external evaluation policies. The research had a qualitative approach and was developed in two stages. The first was an exploratory study of the PCs in different schools of the municipal network and in the Municipal Department of Education and Sports – SMED. Based on the data collected in this stage, some aspects of the management of the PCs – both by SMED and the schools – are presented, as well as the effects of these projects on the development of students, in the perspective of school principals and teachers. The second stage was a case study of the theme at the Green School, which has counted with interviews, observation and document analysis. The theoretical-methodological tool employed for the analysis was Stephen Ball’s Policy Cycle. Data obtained in the exploratory stage indicate that initiatives of a managerialist perspective have been introduced in the municipal government since 2011. As a consequence SMED, through its Project Department, has adopted a policy of control of the PCs – expressed in a standard model to be followed in the elaboration of the projects, and in the gradual liberation of teacher time for their development. Both initiatives threaten the democratic management perspective contemplated in the schools’ Political-Pedagogical Projects (PPPs), constituting restraints for teachers’ pedagogical and professional autonomy. As a counterpoint, the PCs are produced in/by schools, focus the students, involve concerns such as teacher profile and adequate physical space for their development, and expect to produce effects that contribute for student growth. On the other hand, challenges to such policy have been identified in the schools investigated, such as the involvement of the school as a whole in the planning of the PCs and the dialogue between them and the regular curriculum. Besides these regularities identified in the management of the PCs in different contexts, some singularities have also been found. These are the diversity of themes around which the projects are organized; the effects on the students who take part in them; and, in two schools, the adhesion to the Program “More Education’ of the Federal government, which implicates a threat to the PCs. The case study at the Green School has pointed out that the PCs are part of the curricular policy, inscribed in the PPP as an important political strategy for the school’s pedagogical organization. It has been found that the high levels of violence observed in the neighborhood where the school is located acted in a context of influence for the production of said policy. The production of the official text of the project is responsibility of the teacher in charge of it and constitutes the representation of the policy. In the context of practice the appreciation of the PCs as an alternative learning space to the violent/threatening external environment, the spontaneous adhesion and the access to different types of knowledge and skills have been identified as factors that mobilize the impulse and the production of the PCs and the participation in these projects, which play the role of a complementary curriculum, culturally relevant in the school’s curricular policy. Finally, the analysis has pointed out the reduction of conflict, the organization of the school life and the access to different types of knowledge and skills as effects of the students’ participation in the projects, endorsing the perception of the school’s principal, of the pedagogical staff and of the parents about the PCs. What has been reported by the different subjects involved in the research, especially the students, leaves no doubt as to the fact that the participation in the PCs is likely to give rise to effects in students’ performance.Sem bolsaEste estudo focaliza uma política curricular, denominada neste trabalho como Projetos Complementares (PCs), produzida em escolas da Rede Pública Municipal de Ensino (RPME), na cidade de Pelotas/RS. Entende-se que os PCs atuam na perspectiva de um contraponto às políticas educacionais contemporâneas. Estas foram apresentadas em capítulos que abordam os modos de gestão em disputa no contexto educacional brasileiro, bem como as políticas educacionais no campo do currículo e da avaliação externa. A pesquisa, de abordagem qualitativa, foi organizada para ser desenvolvida em duas etapas. A primeira se constituiu em um estudo exploratório acerca dos PCs em diferentes contextos escolares da Rede e da Secretaria Municipal da Educação e Desporto - SMED. A partir dos dados coletados na etapa preliminar da investigação, são apresentados aspectos da gestão dos PCs pela SMED e escolas, assim como os efeitos destes no desempenho dos estudantes, segundo a perspectiva de Diretoras e Professores/as. A segunda etapa se constituiu em um estudo de caso realizado na Escola Verde, mediante a realização de entrevistas, observações e análise documental. A ferramenta teórico-metodológica adotada para a análise foi o Ciclo de Políticas de Stephen Ball. Os dados da etapa exploratória indicam as iniciativas de introdução do modo gerencialista de gestão no âmbito dos governos municipais, desde 2011. Em decorrência disso a SMED, por meio da Gerência de Projetos, tem adotado uma política de controle dos PCs usando como instrumentos um modelo padrão de escrita dos projetos e a liberação gradativa de carga horária para serem desenvolvidos. Tais iniciativas ameaçam a gestão democrática prevista no PPP das escolas com restrição da autonomia pedagógica e docente. Em contraponto, os PCs são produzidos nas Escolas com foco nos estudantes, havendo toda uma preocupação da Equipe Diretiva com o perfil do professor e a garantia de espaço físico adequado para o desenvolvimento dos projetos, com a expectativa de produzir efeitos que contribuam para o crescimento dos estudantes. Por outro lado, no interior das Escolas pesquisadas foram identificados como desafios a tal política o envolvimento da Escola como um todo no planejamento dos PCs e o estabelecimento de diálogo entre estes e o currículo regular. Além dessas regularidades identificadas na gestão dos PCs em diferentes contextos também foram encontradas singularidades. Estas se encontram na diversidade de temáticas, em torno das quais os projetos são organizados, nos efeitos que a participação nestes vem produzindo nos estudantes e na adesão ao Programa Mais Educação do governo federal, no âmbito de duas escolas, o que ameaça os PCs. O estudo de caso na Escola Verde apontou que os PCs fazem parte da política curricular, constando no texto do PPP como importante estratégia política na organização pedagógica da Escola. Foi constatado que os altos níveis de violência do bairro onde a Escola está inserida atuaram em um contexto de influência na produção desta política. A produção do texto legal oficial do projeto fica a cargo do/a professor/a responsável e constitui-se na representação da política. No contexto da prática a valorização dos PCs como um espaço de aprendizagem alternativo ao exterior violento/ameaçador, a adesão espontânea e o acesso a diferentes conhecimentos e habilidades foram identificados como fatores que mobilizam a produção dos, a participação nos e o incentivo aos projetos que desempenham o papel de currículo complementar e culturalmente relevante na política curricular da Escola. Por fim, a análise apontou a redução de conflitos, a organização da vida escolar e o acesso a diferentes conhecimentos e habilidades como efeitos da participação nos projetos, endossando a percepção positiva da Equipe Diretiva, dos/as professores/as e dos/as pais/mães em relação aos PCs. Relatos dos diferentes sujeitos da pesquisa, especialmente dos estudantes, não deixam dúvida de que a participação em PCs pode provocar efeitos no desempenho dos estudantes
