Das Verhältnis zwischen Staatenverantwortlichkeit und der strafrechtlichen Verantwortlichkeit eines Individuums für so genannte “international crimes”, ist ein bisher wenig geklärtes. Ob die normativen Verantwortungssysteme, die das Völkerrecht für den Staat und das Individuum bereithält, tatsächlich zwei verschiedene regulative Systeme sind oder ob beide Systeme nicht doch zwei Seiten ein und derselben Medaille darstellen, ist ungewiss.
