Development cooperation is changing as rising power donors (re)enter the fray. While a growing body of evidence explores some of the economic trends (e.g. UNCTAD 2007), we know little about the impacts of new (and predominantly Asian) drivers of development on state capacity-building and elite commitment to development in poor countries, especially in sub-Saharan Africa. Africa is a key site given existing problems of economic development and governance, but crucially it is emerging as a strategic region in terms of resource access, trade, investment, aid and migration (Alden 2007).
