AbstractWhile risks are increasingly globalized and interconnected, global governance capacities are highly fragmented, and for that, the aim of this article is to point out to the role and the responsibility of the governments on some risks; the government's priorities and strategy in combating these risks; the policy and legislative actions of any government, at national, state, and local levels, that have significant impacts on the management and control of risk. The purpose of this paper is to provide a framework for analysing the role of governments in helping people and businesses adapt to all this risks.
