AbstractThis paper examines the liberalization of the electricity sector and its interests in terms of the institutional change which could be necessary to the achievement of the liberalization process. The basic hypothesis is that the establishment of coordination between decentralized agents needs a very complex definition of arrangements to organize efficient competition between generators, or between suppliers witch increase the difficulties to liberalize this sector. Two key-points are developed:-A presentation of institutions and institutional change.-Limitations and constraints of the Algerian experience in the liberalization of the electricity sector
