AbstractWe analyse the action of perturbations on controllable distributed parameter systems. We show that the most common controllability properties are not preserved under the action of perturbations whose norm is smaller than any prescribed tolerance ϵv>0. In particular, we show that small perturbations of the values of the coefficients of a system with delays can destroy the property of modal controllability. Finally a positive result which is important for application to the stabilization problem is presented
