AbstractThe paper reveals the historical process of the emergence of the phenomenon of Open Access. An attempt was made to por- tray the key definitions and types of the open access. Detailed rules of Open Access to scientific journals were presented, i.e. the provision of comprehensive issues and partial resources of texts with the technical benchmarks necessary for the functioning of the journal in accordance with the principles of the Berlin Declaration.
