AbstractThis paper considers the relationship between the relative Nielsen number and the minimal number of fixed points for boundary-preserving self-maps of surfaces with boundary. For the projective plane with two open punctures, we give examples of maps for which these quantities differ by one. When there is more than two punctures examples are given for which the difference can be arbitrarily large
