Cooperation in international organizations is to a large degree driven and sustained by socialization – the process of inducting actors into the norms and rules of a given community. In the context of international organizations, the most influential state agents are the permanent representatives, the member states’ ambassadors to an international organization. However, systematic studies on the conditions for the socialization of permanent representatives are conspicuously absent in the literature. Instead, most previous research has focused on the conditions for socialization of “high-level officials” in the European Commission.
