Grands barrages et habitants: Les risques sociaux du développement

National audienceIn France, the principles of sustainable development could lead to give up projects and to destroy old dams (basin of the river Loire) ; or to engage a public discussion on new and great constructions (Charlas, Garonne). All built works are under double pressure in Europe : that one of an ecological quality of « water masses », including very artificialized ones, and of a public greater participation in the management of water ; that one of the renewal of dams concessions in a context of an opening of the electricity market, and of agricultural reforms. In most countries, dams are still a very sharp topic, it is always regarded as a convenient tool for national and regional development. Some poor countries have indeed a high potential but are not sufficiently equipped. This collection of essays does not seek to furbish the weapons of the « pro » or the « anti » dams, nor to dwell too long on the new stakes of hydraulic installation. It seeks to present the possible contributions of social sciences researchers on a modern, large technical object which transforms old territories, and whose social aspect could be, let us say at the very least, treated better. The leaders of dams projects have these last years mobilized social sciences, in the search of a better « social acceptability » ; that opened new prospects towards a better implication of the population, therefore lead to new questions on the topic of participation. Now we wanted to go further, or at least elsewhere : what is the place of the inhabitants lived environment in the design of this large equipment ? Which role play the social questions ? By social questions, one can as well understand the questions of solidarity and social justice that those related to people and inhabitant's life world. This work, product of a multi-field collective effort (geography, anthropology, history, economy, environmental management sciences), question the relevance of this large equipment in regard to new stakes in the field of sustainable development which articulate local and global. It is enough to recall that, before, building dams was synonymous of general interest at the expense of local selfishnesses. Thus how can we think the meshing of scales of interest ? Indeed, in such a context, it is obvious that there is not only one « local version » of sustainable development, nor even one national version...Les grands barrages renvoient presque uniquement à une technicité, à l'ingénierie du XXe siècle et ses prouesses, ou à des noms, symboles nationaux (barrage Hoover pour le Colorado, barrages de la Tennessee Valley Authority, Assouan, Itaipu entre Brésil-Paraguay et Argentine... plus récemment les Trois-Gorges), parfois à des catastrophes mémorables (Malpasset en France, Vajont en Italie).. Ils renvoient aussi à une réponse aux besoins humains, dans les domaines énergétiques et agricoles notamment, qui a fait ses preuves. Seulement au sortir d'un siècle qui a vu dominer la politique des grands équipements comme principale réponse à l'accroissement des besoins humains, la société civile — car il s'agit surtout d'un discours initié par les associations — avance de nouvelles interrogations sur ce type de réponse. Dégâts écologiques, appauvrissement des populations locales, échecs économiques du projet lui-même parfois, sont apparus, et ont été dénoncés. Un collectif de chercheurs en sciences sociales (géographie, anthropologie, histoire, économie, sciences de la gestion) s'est dans cet ouvrage réuni autour d'une intuition : au cœur du malaise créé par ces grands équipements se trouve une figure –celle de l'habitant – mal abordée, voire maltraitée. Le volet social ne doit plus être une annexe aux études d'aménagement, mais doit être au départ d'une nouvelle logique de gestion de l'environnement. Les analyses proposées ici, de projets de barrage (Charlas ou Serre-de-la-Fare en France, Belo Monte au Brésil, Nagymaros en Hongrie, barrages au Liban) ou d'évaluations ex post (Alqueva au Portugal, barrages de la Dordogne ou des Cévennes, barrages alpins français et suisses), vont donc au-delà des questions d'acceptabilité sociale, et approfondissent la place qui a été faite, et celle qui pourrait l'être, à l'investissement des milieux de vie par les habitants dans la conception de ces grands équipements. Les enjeux de ce renouvellement de la logique aménagiste s'inscrivent aujourd'hui dans l'optique des principes du développement durable
