With the end of the MDG era in 2015, the JMP has proposed a framework for integrated monitoring of post-2015 targets on water and sanitation. This article discusses about how each element of the proposed sanitation target and corresponding indicator can be understood from a human rights perspective. The discussion suggests that the proposal is a step forward towards a monitoring framework where human rights elements are effectively promoted. To support the implementation of the human rights obligations related to sanitation, the study proposes i) a practical definition of the normative content, and ii) a categorization of different levels of service based on a reduced set of easy-to-use normative elements.Preprin
