Samverkan mellan blåljusorganisationerna inom Region Gotland

When an accident occurs, a need often arises of assistance from one or more of the society´s emergency response organizations. These organizations, fire and rescue, ambulance and police will jointly manage the task while they are three separate organizations with different directives and skills. This is done by collaboration between the organizations. Collaboration can be defined as “common action for a specific purpose” or “to work together for one goal or purpose”. If collaboration between emergency response organizations works well, it leads to a more efficient way to meet the needs at the accident scene. This leads to greater security and trust among citizens for the services society affords. The aim of this thesis is to investigate the collaboration between emergency response organizations in the Region Gotland at both minor and major accidents and to propose measures against any shortcomings in collaboration. The method applied for this work is qualitative interviews. Two persons from each of the fire and rescue, ambulance and police, participated as respondents. The respondents were asked open questions which to some extent were prepared. The questions touched several areas around collaboration, including how the respondents felt that collaboration works in the current situation, how RAKEL has affected collaboration since it was introduced, improvement of collaboration and whether there are any procedures for evaluating the collaboration between the organizations. The material that the respondents contributed was transcribed and then processed in a thematic analysis. The results show that collaboration between fire and rescue, ambulance and police at the accident site in the Region Gotland, overall works well but with space for improvement. RAKEL improves communication and collaboration where it works, which is not always the case. Exercises and training with the RAKEL-system and devices, more joint exercises and a liaison group with representatives from all the emergency response organizations would improve collaboration further. There are currently no procedures for evaluation of collaboration, which is something that should be implemented. Evaluation of collaboration should be included as one of the liaison group assignments. The group could go through rescue operations that worked well and not so well, either to improve the inferior parts or maintain and increase the quality of cooperation further. The organizations would become aware of views and opinions, and what they themselves as an organization can improve. Views and opinions would thus not only stay in their own organization.
