Kunden i centrum, lagar, visioner och verklighet : En studie av bemanningen vid socialförvaltningens verksamhet för vård och omsorgsboenden

The social administration unit for care and care homes in Lulea is facing a major challenge. The new guidelines from the Social Board for staffing and assisted living services to customers at special housing and elderly demented, takes effect in the spring of 2015. At the same time the general development of the business has led the management to a crossroad. The current business-staffing systems based on a burden of care measurement-based budget. According to many in the management level, the current system have served out it´s right due to the local senior-strategy and the general trend of an aging population leading to the spread of the burden of care that existed when the system was introduced. It have increasingly turned into a uniform mass. This has led to that managers in a leading position have starting to questioning if the model is currently costing more than it gives, and how the business should be able to go on to meet the new guidelines from the Social Board.The purpose of this study is to describe and analyze different aspects of nursing assessment and suitability as a model for the staffing of the social service activities in Lulea. It will also describe and critically examine various options that are available in order to fulfill the organization's needs that can be met in the future, in relation to the increasing demands of an individualized care with increased responsibilities in relation to the customer. The study was mainly carried out by means of interviews and in-depth studies of literature that gradually led the work forward as new threads followed up. The analysis is based on the ideal type which emerged in the study, with the help of Weber's descriptions and the social administrations own visions. The ideal type is used to break down the empirical material and compare the various alternatives for staffing models.Management problems are illustrated on the basis of the relationship between the ideal-typical model's five fundamental aspects based on competence, flexibility, motivation, performance, economics and the empirical evidence presented in the study. The ideal type together with the previous research conducted in the area is used to link the different problems, even though they themselves at first sight different. The picture that emerges through the comparison shows a greater need for collaboration and an administration that are pulling in different directions. All the administration agrees on that it is the customer who is and should be in the center. This study leaves the question open which staffing model that is most appropriate for the business of healthcare and care home.
