The private sector is a major contributor to the reconstruction of Beirut, but the State remains in a main position due to its orientations and investments. It conducts its policy according to two major necessities: a metropolitan planning promoting unity and balance in a city destructured by the war; and on the other hand, the will of establishing regional economic integration, which only focuses on selected places like the city-center.
