Globalization is transforming world order. Sovereign states have lost their monopoly on power, and non-state actors are becoming important players in world politics, even though states are still inclined to see them as unwelcome guests and even intruders. The emerging global order incorporates a new set of relationships, or what might be called intersocial relations, between peoples, groups, and sovereign states. In these complex new relationships, social issues, such as human rights, are becoming dominant, and international social integration among the various international actors is becoming an accepted norm of diplomatic activity.
