Rural territories and development in Rio Grande do Norte: policy and planning

The Brazilian rural is marked by direct conflict between the landowners and the workers (peasants), forming the basis of their socio-spatial formation. This conflictive relationship was fueled by the unleashing of the expropriation of rural workers from the 1960s onwards and the intensification of the outflow of population to the cities. The focus of investment by the state was on the cities and the countryside, on the other hand, remained with the structures untouched, based on the latifundio and monoculture. The agrarian conflicts drew attention to the problem of land and life on the land, pressing the Government to develop Public Policies that would serve the family farmers, and give prominence to social organizations. It was in this context that the Program for the Sustainable Development of Rural Territories (PRONAT) was created in 2003. The objective of this research is to analyze the Program of Sustainable Development of Rural Territories, as a State policy, from formulation to execution, taking as a Reference the development concept that structures the Program, the territorial character of development and its application in public policies, empirically focusing on the Rural Territory of Trairí / RN. It is based on the premise that the lack of institutionalization of PRONAT and territorial governance bodies makes it impossible to effectively participate in the decision-making public authorities and market agents. In this sense, the rural development policy has been established as a sectorized policy for the rural, maintaining the old structure for implementing development policies. The work was based on the experience of the author as territorial adviser of the Rural Territory of Trairí / RN. An analysis was made on the composition of the participants of the territories, the events held and the investments of PROINF. It is necessary to legitimize the territorial authorities as a space with decision-making power, composed of civil society, the State and the market agent. Esta relação conflituosa acirrou-se com o desencadeamento da expropriação dos trabalhadores rurais, a partir da década de 1960, e a intensificação da saída da população para as cidades. O foco de investimento por parte do Estado foi às cidades e o campo, por outro lado, ficou com as estruturas intocadas, pautada no latifúndio e na monocultura. Os conflitos agrários chamaram a atenção para o problema da terra e da vida na terra, pressionando o Governo a desenvolver Políticas Públicas que atendessem aos agricultores familiares, e dessem protagonismo as organizações sociais. Foi nesse contexto que foi criado o Programa de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT), no ano de 2003. Esta pesquisa tem por objetivo analisar o Programa de Desenvolvimento Sustentável dos Territórios Rurais, enquanto política do Estado, da formulação à execução, tomando como referência a concepção de desenvolvimento que estrutura o Programa, o caráter territorial do desenvolvimento e sua aplicação nas políticas públicas, enfocando empiricamente o Território Rural do Trairí/RN. Parte-se da premissa que a falta de institucionalização do PRONAT e das instâncias de governanças territoriais inviabilizam a participação efetiva dos poderes públicos, com poder de decisão, e dos agentes do mercado. Neste sentido a política de desenvolvimento rural tem se estabelecido como uma política setorizada para o rural, mantendo a antiga estrutura de execução das políticas de desenvolvimento. O trabalho se constituiu a partir da experiência do autor como assessor territorial do Território Rural do Trairí/RN. Foi feito uma análise sobre a composição dos participantes dos territórios, dos eventos realizados e dos investimentos do PROINF.
