Background: In the framework of the implementation of Law No. 32 Year 2004 on Regional Government and Law No. 25 of 2009 concerning public services provided to the public, the government as service providers are required to provide excellent service to the community. Excellent public services can be assessed from the process and product services. Aspects of the human resources of the process include, mechanisms and facilities used in the process. Results: Based on the duties and functions of the village chief and public services according to Lanvine the role of village heads in the services, responsiveness, responsibiliti, accountability and effectiveness of service is quite good, although there are still some problems in improving the effectiveness of services.
