Politics for Inclusive Education: an analysis from public schools in the city of Pelotas

Based on the problematic of determination of public politics for the inclusion of students with disabilities, with global development disorders and high abilities or giftedness in regular schools, the research sought analyze the characteristics of the inclusion process of students with disabilities and global developmental disorders in two public schools in the city of Pelotas, seeking to investigate how they face the concreteness of the presence of these students on than stipulate public politics. For this were investigated the School Municipal Minister Fernando Osorio and the Municipal College Pelotense because they are considered schools references in the municipality in the issue of inclusion of special students. Data collection was carried out in three stages: the first consisted of a documentary analysis on Law of Guidelines and Bases of the National Education (LDB No. 9,394/96), in National Politics of Special Education in the Perspective of Inclusive Education (2008), in resolution No. 4 of the National Council for Education (2009), in Decree No. 7,611 (2011) and the National Education Plan (2014). In the second stage were applied questionnaires to teachers, and in the third, were carried out semi-structured interviews with the pedagogical coordination and with teachers of the schools investigated. Finally, the conclusions indicate that the content of public politics has presenting a technical character to address frequently the training of teachers and the participation of students in specialized educational care, little stressing the issues of learning of students in regular classes. Have been observed approaches and distancing existing between the formal of public politics and the concrete of focused schools, demonstrating that schools need initial and continuing training of the teachers, part of infrastructure and the teaching materials and professional that meet the needs of special students. It was verified also that the inclusion of students with disabilities and with global development disorders evolved on the issue of socialization while learning is regarded as still fragile.Fundação de Amparo à Pesquisa do Estado do Rio Grande do Sul - FAPERGSCom base na problemática da determinação das políticas públicas para a inclusão dos alunos deficientes, com transtornos globais do desenvolvimento e altas habilidades ou superdotação nas escolas regulares, a pesquisa buscou analisar as características do processo de inclusão dos alunos com deficiências e transtornos globais do desenvolvimento em duas escolas públicas do município de Pelotas, buscando investigar como elas enfrentam a concretude da presença desses alunos diante do que estipulam as políticas públicas. Para isso foram investigadas a Escola Municipal Ministro Fernando Osório e o Colégio Municipal Pelotense pelo fato de serem consideradas escolas referências no município no quesito inclusão de alunos especiais. A coleta de dados foi realizada em três etapas: a primeira consistiu em uma análise documental na Lei de Diretrizes e Bases da Educação Nacional (LDB nº 9.394/96), na Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva (2008), na Resolução nº 4 do Conselho Nacional de Educação (2009), no Decreto nº 7.611 (2011) e no Plano Nacional de Educação (2014). Na segunda etapa foram aplicados questionários aos professores, e na terceira, foram realizadas entrevistas semiestruturadas com a coordenação pedagógica e com professores das escolas investigadas. Por fim, as conclusões apontam que o conteúdo das políticas públicas tem apresentando um caráter técnico ao abordar frequentemente a formação dos professores e a participação dos alunos no atendimento educacional especializado, pouco salientando as questões de aprendizagem destes alunos nas turmas regulares. Foram observadas aproximações e distanciamentos existentes entre o formal das políticas públicas e o concreto das escolas focadas, demonstrando que as escolas carecem de formação inicial e continuada de professores, parte de infraestrutura e materiais didáticos e profissionais que atendam as necessidades dos alunos especiais. Foi verificado também, que a inclusão dos alunos deficientes e com transtornos globais do desenvolvimento evoluiu na questão da socialização, enquanto a aprendizagem é considerada ainda fragilizada
