Usually employed as an explanatory variable, the learning process is rarely the subject of an in-depth analysis that reveals its political dimension. Based on the case of the Obama health care reform (2010), this article studies the political process, through which some particular “lessons” of a past event become dominant over other possible interpretations, and consequently limit the policy alternatives considered in the public debate. The article especially focuses on the way Democrats converged after 1993 towards the idea that a bipartisan compromise was necessary to achieve a large health care reform in the US.
