Water in discord: qualitative balance in Latin America

Partiendo de una selección de situaciones conflictivas y problemas por agua en un conjunto de países latinoamericanos, el trabajo análiza algunos aspectos importantes de las disputas y del papel del Estado en los conflictos y -de manera más general- en la gestión del agua. Esto implica un doble objetivo. Por un lado, esbozar las dimensiones más importantes que se repiten en el escenario: los motivos y temas, actores, definiciones de la situación. Por otro lado, partiendo de ese escenario reseñado, reflexionar sobre el papel del Estado como eje desde donde orientar a futuro los estudios sobre los conflictos por agua. Basing on a selection of conflict situations and problems with water in some Latin American countries, this paper analyzes some important aspects of the disputes and the role of the state in conflicts and, more generally, in water management. This implies a dual purpose. On the one hand, to outline the most important dimensions repeated on the stage: the motifs and themes, actors, definitions of the situation. On the other hand, based on that scenario outlined, lay the analytical foundations defining the importance of the state as an axis from which to guide future studies of water conflicts.Fil: Mussetta, Paula Cecilia.
