This paper focuses on the Inter-parliamentary conference on economic and financial governance, a new inter-parliamentary arena that was established on the basis of article 13 of the Treaty on stability, coordination and governance (the so-called “fiscal compact”). Its creation was decided by the Speakers of all EU parliaments in april 2013 to ensure some parliamentary exchange and control on questions related to the Economic and Monetary Union and its first meeting took place in Vilnius on 16 and 17 october 2013. For two years, national parliaments and EU institutions have discussed the purpose and the internal organisation of the conference through resolutions, documents and working papers.
