Vingt ans de réformes foncières en Europe centrale et orientale : bilan et perspectives

The purpose of this article is to gain a perspective on the land reforms in the Central and Eastern European countries to show the extent to which the structure of agricultural production and the land market imperfections, left by the socialist period, have influenced the restructuring dynamics. Various reasons are brought forward, particulary the necessity for a deep land reform, which can be considered as one of the main elements for the restructuring of the production system. A synthesis of these reforms is proposed, along with perspectives considering a new vision of the Common Agricultural Policy.Cet article a pour but de mettre en perspective les réformes foncières qui ont été menées dans les pays d'Europe centrale et orientale pour montrer dans quelle mesure la structure de production agricole et les imperfections du marché foncier, héritées de la période socialiste ont influencé les dynamiques de restructuration. Plusieurs raisons sont mises en avant, notamment la nécessité d'une réforme foncière en profondeur, l'un des éléments indispensables pour la restructuration de l'appareil productif. Un bilan de ces réformes est exposé, complété par des perspectives mettant en jeu une nouvelle vision de la Politique agricole commune
