Since there is an agent-principal relationship between universities and teachers in the universities, the management team of universities needs to build a teaching quality measuring system to monitor and stimulate teachers ’ devotion to education. For English teaching, building an effective system to evaluate teaching quality of English teachers in universities plays an important role in ensuring the quality of education.
