Climate change poses a serious threat not only at local council level but to the world. With a direct link to local communities local councils are considered to be well situated to provide leadership in the battle against climate change. In Australia, it is predicted that we will endure more heatwaves, droughts, bushfires, floods and more storms. Many of these impacts of climate change are thought to be caused by anthropogenic activities, namely the burning of fossil fuels for energy, Hence, they can be reduced, delayed or avoided by reducing greenhouse gas emissions. Therefore the first step in shaping a climate change response is to prepare a greenhouse gas emissions inventory. With little guidance for councils for the reporting and accounting of greenhouse gas emissions a thorough review of literature was performed to provide an overview of international and national policy governing the area.
